1. Mr. Storch explained that he will be requesting the ConCom authorize the Lake Drawdown to commence on Monday, Oct. 16th. He further reported of the ride the Selectboard members took on Aug. 17th to inspect the impact of weed growth in the lake. Pat Edelstein went on to give a report from ROBERT HARTZEL, a senior water scientist at Geosyntec Inc., of his findings after his survey of the lake. He has recommended a 5+ year cycle of deep drawdown to control the growth of weeds. His written report will be forwarded by Pat to the Selectboard.
A questioned was asked whether Monterey has a plan for the management of Lake Garfield. Pat went on to describe the history of what has been done in this regard and how the ConCom carries out the States directions in managing the lake.
Mr. Schwartz reported that there are communities that have taxed watershed districts in order to have funds to do what is necessary to maintain their lakes.
A suggestion was made that the Town sponsor a “MUDFEST” that would bring together members from all parts of town, (not just the Lake district), to aid in pulling weeds and plants after the drawdown is complete and before the lake freezes over. Mr. Storch said he would bring to the Selectboard and report back to Pat E.
Hy Rosen asked if there were any additional homeowners who would like to take advantage of the septic cleanout program that a company has offered lakeside residents at a reduced fee. If so they should contact him at: 528-9090.
2. Mr. Storch reported on the history of and the need for the repair of FAIRVIEW ROAD. Work is to begin after Labor Day. He asked if anyone had any questions. The only comment was that there is a need to repair the beginning section of SYLVAN ROAD from just past the Amidon home up to the Rodriguez home. Mr. Storch said he will bring it to the Highway Superintendent’s and the Selectboard’s attention.
3. An attendee reported that on Sept. 2nd the Town will be having a parade celebrating I LOVE MONTEREY and that the FLGA will be marching caring signs that read 2nd Homeowners Love Monterey Too and asked if anyone wished to participate.

Notes & Attendees at 2nd - 2nd Homeowners Meeting

4. Mr. Storch reported on the problem some residents were having on private roads with regards to some homeowners not contributing to the cost for winter snow removal. Steve Schwartz reported on a State law that might help to resolve the situation. He handed out copies of the law.
5. Mr. Storch explained that the Selectboard is working on an advisory that will go to ALL homeowners advising them that the Town will not be held libel if the homeowners road is not passable due to snow or ice.
6. Mr. Storch reported on the on-going problem the Town has with regards to beavers clogging up the culverts and the expense the Town continually has to keep them clear.
7. Mr. Storch asked the attendees if they were pleased with the manner in which the Town advised the residents of the need to purchase their Transfer Station stickers. There was unanimity in their appreciation for the way it was handled. Pat E. publicly complimented the Transfer Station attendants on the way they keep the area and for their assistance. Everyone present agreed with Pat.
Mr. Storch advised the group that construction material, wood and wallboard, must now be placed in a separate container for disposal.
A question was asked about when, and if, the Transfer Station was going to be renovated. Mr. Storch explained that the Federal Government has mandated that all towns must build sheds that will prevent salt, gasoline and other toxic substances from leaching into the soil. The towns were given five years to comply and that this year the Town will have to put onto the annual Town Meeting Warrant a sum of money to purchase the required Salt Shed. Additional funding will be necessary to cover the refuse containers as well as the fuel area.
8. Mr. Storch reported on the successful completion of the Assessors Mapping of the Town. He explained how beneficial it will be to all committees and Boards that we now have up-to-date and accurate mapping of all parcels of land in the Town. That the Assessors found parcels that hadn’t been on the tax rolls and are now paying taxes. A number of attendees asked if they could get maps of their property. Bob Lazzarini explained that they can but that there’s still a number of additional programs that need to be purchased in order to get the full effect of the program.
9. Mr. Storch set the next two 2nd Homeowners Meetings for June 23rd and August 25th 2007
